Senior Manager, Monitoring, Evaluation, Research and Learning (MERL) Job at PATH Uganda

PATH Uganda is seeking a highly experienced and dynamic Senior Manager for Monitoring, Evaluation, Research and Learning (MERL) to provide technical leadership for the USAID-funded Malaria Action Program for Districts (MAPD). This is a senior-level opportunity for a public health M&E expert to lead a team and shape the strategic direction of a major health project in Uganda.

Job Summary

The Senior Manager, MERL will be responsible for the overall design, implementation, and oversight of all monitoring, evaluation, research, and learning activities for the MAPD project. You will ensure accurate reporting to USAID, build the capacity of staff and partners, and use data to continuously improve project interventions and health outcomes across districts in Uganda.

Key Duties and Responsibilities

  • Provide technical leadership and direction for all MERL activities to ensure project goals and targets are met.
  • Oversee the development and implementation of the project's Performance Monitoring Plan (PMP).
  • Lead the design of data flow systems to ensure timely collection, analysis, and reporting of project data.
  • Prepare and submit high-quality progress and annual reports to USAID, documenting results and lessons learned.
  • Design and conduct operations research and targeted evaluations to inform programme improvements.
  • Ensure data quality through routine audits and verification procedures.
  • Supervise, mentor, and manage the performance of the MERL team.
  • Build the technical capacity of project staff and implementing partners in monitoring and evaluation.
  • Cultivate strategic relationships with USAID, the Ministry of Health, and other key stakeholders in Uganda.
  • Ensure all activities comply with USAID and PATH policies and procedures.

Qualifications and Experience Required

  • Master's degree in Public Health, Demography, Epidemiology, Biostatistics, or a related field.
  • Minimum of eight (8) years of work experience in monitoring, evaluating, and researching health programmes.
  • At least five (5) years in a senior management or leadership position.
  • Proven expertise in quantitative & qualitative research, HMIS, data analysis, and reporting.
  • Strong experience with statistical software (SPSS, Stata, Epi-Info, or MS Access).
  • M&E experience in malaria programmes is strongly preferred.
  • Familiarity with USAID administrative, management, and reporting systems.
  • Excellent report writing, analytical, and communication skills.
  • Proven ability to manage diverse teams and work under pressure in a complex environment.
  • Fluency in English is required.
