Senior Monitoring, Evaluation & Learning (MEL) Manager Job at PATH Uganda - Kampala
Job Description
PATH Uganda is seeking an experienced and strategic Senior Manager for Monitoring, Evaluation and Learning (MEL) to join our team in Kampala. This is a senior-level role providing critical leadership for the USAID-funded Malaria Action Program for Districts (MAPD) project, a key initiative in Uganda's public health landscape.

Key Responsibilities & Duties:
- Provide strategic leadership and technical oversight for all project MEL activities.
- Lead the design, development, and implementation of the project's comprehensive Performance Monitoring Plan (PMP).
- Develop, track, and report on project indicators, ensuring accurate data for decision-making.
- Oversee project assessments (baseline, mid-term, endline), data collection, analysis, and performance reporting.
- Build the capacity of project staff and local partners in robust MEL practices and data use.
- Develop and maintain efficient data collection and analysis systems for programme inputs, outputs, and outcomes.
- Conduct supportive supervisory visits to sub-grantees to ensure data quality and provide feedback.
- Lead the project's learning agenda to synthesise and disseminate findings for programme improvement.
- Ensure full compliance with all donor (USAID) MEL reporting requirements.
Qualifications & Experience Required:
- A Master's degree in Public Health, Demography, Statistics, Social Sciences, or a related field.
- Minimum of 8 years of hands-on experience in monitoring and evaluation for large-scale health programmes, with preference for malaria programme experience in Uganda.
- Proven track record developing and implementing MEL plans and systems for USAID-funded projects.
- Strong expertise in both quantitative and qualitative research methodologies and data analysis.
- Practical experience with health management information systems, particularly DHIS2.
- Excellent written and verbal communication skills in English.
- Demonstrated ability to work effectively in a team and collaborate with diverse stakeholders in the Ugandan context.
