Job Description
UNHCR Uganda is seeking a qualified and experienced Senior Human Resources Officer to join our team in Kampala. This is a senior-level position where you will play a pivotal role in implementing our People Strategy and driving HR excellence across our country operations. Key Responsibilities and Duties
- Lead and supervise HR operational activities for UNHCR Uganda, ensuring compliance with all UN/UNHCR rules and procedures.
- Partner with the Regional Bureau and country operations to align HR initiatives with critical operational needs and strategic objectives.
- Oversee key HR functions including workforce planning, recruitment, talent management, performance management, and learning & development.
- Provide expert, client-oriented guidance and support to managers and staff on all HR-related matters.
- Contribute to the development and implementation of HR policies, procedures, and change management initiatives.
- Coordinate with the Global Learning and Development Centre (GLDC) and Talent Outreach and Acquisition Section (TOAS) to implement effective talent strategies.
- Ensure a proactive approach to duty of care for all staff members.
Qualifications and Experience Required
- A minimum of a Bachelor's degree in Human Resources Management, Business Administration, Social Sciences, or a related field. A Master's degree or postgraduate qualification is a strong asset.
- Proven senior-level experience (typically 8+ years) in human resources management, preferably within the UN system, an international NGO, or a large multinational organisation.
- In-depth knowledge of UN/UNHCR staff rules, regulations, and HR procedures is highly desirable.
- Demonstrated expertise in organisational design, recruitment, talent management, and performance management systems.
- Strong leadership skills with experience supervising and developing HR teams.
- Excellent communication, interpersonal, and negotiation skills, with fluency in English.
- Commitment to the humanitarian principles and values of UNHCR.
