Job Description

The Ministry of Finance, Planning and Economic Development (MoFPED) is seeking a highly qualified and motivated Programme Planning, Monitoring and Evaluation Officer to join our team in Kampala. This is a critical role within Uganda's central economic planning institution, offering the opportunity to contribute directly to national development frameworks and the effective implementation of government programmes.

Key Responsibilities:

  • Design, develop, and implement robust monitoring and evaluation (M&E) frameworks and systems for ministry programmes and projects.
  • Conduct regular field monitoring visits to assess programme implementation progress against set targets and indicators.
  • Analyse programme data to evaluate efficiency, effectiveness, impact, and sustainability, preparing comprehensive reports for management and development partners.
  • Support the planning and budgeting processes by providing evidence-based recommendations from M&E findings.
  • Build capacity of staff and implementing partners on M&E methodologies, data collection tools, and reporting requirements.
  • Ensure alignment of all M&E activities with the National Development Plan (NDP) and other relevant government policies.

Requirements & Qualifications:

  • A minimum of a Bachelor's degree in Economics, Statistics, Development Studies, Social Sciences, or a related field. A Master's degree will be an added advantage.
  • At least three (3) years of proven experience in programme planning, monitoring, and evaluation, preferably within the public sector or with large development projects in Uganda.
  • Strong analytical skills and proficiency in quantitative and qualitative data analysis software (e.g., SPSS, Stata, NVivo).
  • Excellent report writing, presentation, and communication skills.
  • In-depth understanding of the national planning and budgeting cycle in Uganda.
