Job Description
The Ministry of Finance, Planning and Economic Development (MoFPED) is seeking a qualified and experienced Programme Planning, Monitoring and Evaluation Officer to join our team in Kampala. This is a critical role within Uganda's central economic planning institution, offering the opportunity to contribute directly to national development frameworks and programme effectiveness.
Key Responsibilities:
- Design and implement robust monitoring and evaluation (M&E) frameworks for government programmes and projects.
- Conduct regular field monitoring visits to assess programme implementation and impact across Uganda.
- Analyse programme data to track performance against set targets, budgets, and key performance indicators (KPIs).
- Prepare comprehensive M&E reports, including quarterly and annual progress reports for management and development partners.
- Build the capacity of sector ministries, departments, and agencies (MDAs) in planning, monitoring, and evaluation methodologies.
- Contribute to the development of national development plans and programme documents.
- Utilise M&E findings to provide evidence-based recommendations for programme improvement and policy formulation.
Requirements and Qualifications:
- A Master's degree in Economics, Statistics, Development Studies, Monitoring & Evaluation, or a related field from a recognised university.
- A minimum of five (5) years of proven experience in programme planning, monitoring, and evaluation, preferably within the public sector or with large development programmes in Uganda.
- Strong analytical skills with proficiency in statistical software (e.g., SPSS, Stata) and advanced Microsoft Excel.
- Excellent report writing, presentation, and communication skills.
- In-depth understanding of the national planning and budgeting processes in Uganda, including the National Development Plan (NDP).
- Ability to work independently and collaboratively in a multi-disciplinary team environment.
