Job Description
The Ministry of Finance, Planning and Economic Development (MFPED) is seeking a dedicated and experienced Programme Planning, Monitoring and Evaluation Officer to join our team in Kampala. This is a critical role within Uganda's central economic planning institution, offering the opportunity to contribute directly to national development frameworks and the effective implementation of government programmes.
Key Responsibilities:
- Design and implement robust monitoring and evaluation (M&E) frameworks for key ministry programmes and projects.
- Develop detailed programme work plans, budgets, and performance indicators aligned with national development plans like the National Development Plan (NDP).
- Conduct regular field monitoring visits to assess programme implementation progress and challenges across Uganda.
- Analyse quantitative and qualitative data to evaluate programme effectiveness, efficiency, and impact.
- Prepare comprehensive M&E reports, including quarterly and annual performance reports for management and development partners.
- Build the capacity of ministry staff and implementing partners in results-based management and M&E practices.
- Contribute to sector reviews, evaluations, and the development of evidence-based policy recommendations.
Requirements & Qualifications:
- A minimum of a Bachelor's degree in Economics, Statistics, Development Studies, Social Sciences, or a related field. A Master's degree will be an added advantage.
- At least 3-5 years of proven experience in programme planning, monitoring, and evaluation, preferably within the public sector or with large development programmes in Uganda.
- Strong knowledge of results-based management (RBM) and logical framework approaches.
- Proficiency in data analysis software (e.g., SPSS, Stata, Excel) and excellent report writing skills.
- Understanding of Uganda's public financial management and national planning processes.
- Excellent communication, interpersonal, and stakeholder management skills.
