Head of Project Execution - Private Sector Development & Public Procurement Jobs in Kampala
Job Description
The Ministry of Finance, Planning and Economic Development (MFPED) is seeking a dynamic and experienced professional for the position of Head of Project Execution. This senior role provides strategic leadership across two critical units: the Private Sector Development Unit (PSDU) and the Sustainable Public Procurement Secretariat, based at the Ministry headquarters in Kampala.
This is a unique opportunity to drive Uganda's economic growth by overseeing major development projects and implementing sustainable procurement practices that benefit local businesses. The successful candidate will play a pivotal role in shaping policies and programmes that enhance private sector competitiveness and ensure value for money in public expenditure.
Key Responsibilities:
• Provide overall leadership and strategic direction for project execution across PSDU and the Sustainable Public Procurement Secretariat
• Oversee the planning, implementation, monitoring, and evaluation of all projects and programmes under both units
• Develop and implement frameworks for sustainable public procurement that promote local content and green growth
• Coordinate with government ministries, departments, agencies, and private sector stakeholders to ensure alignment with national development goals
• Manage project budgets, resources, and reporting requirements in accordance with government regulations and donor agreements
• Build capacity within the teams and foster a culture of innovation, accountability, and results-based management
• Prepare and present regular progress reports to senior ministry leadership and development partners
Requirements and Qualifications:
• A Master's degree in Economics, Business Administration, Project Management, Finance, or a related field from a recognised institution
• Minimum of 8 years of progressive experience in project management, with at least 5 years in a senior leadership role within the public sector or development organisations
• Proven track record in managing large-scale development projects and multi-donor funded programmes
• Strong understanding of Uganda's private sector landscape and public procurement legal framework
• Excellent stakeholder management, communication, and report-writing skills
• Demonstrated experience in results-based management and monitoring & evaluation systems
