Principal Human Resource Officer Job at Civil Aviation Authority Uganda (UCAA) Entebbe
Job Description
Uganda Civil Aviation Authority (UCAA) is seeking a qualified and experienced Principal Human Resources Officer to join their team in Entebbe. This is a senior-level opportunity to play a key role in the strategic human resource management of Uganda's leading aviation regulatory body.
As a Principal Human Resources Officer at UCAA, you will be responsible for developing and implementing HR policies, managing staff welfare, overseeing recruitment and selection, and ensuring compliance with labour laws and international standards. You will contribute directly to the Authority's mission of regulating civil aviation and managing Entebbe International Airport and 13 other aerodromes across Uganda.
Key Responsibilities:
- Develop, review, and implement human resource policies, strategies, and manuals in line with UCAA's strategic objectives.
- Oversee the recruitment, selection, and placement process for all staff positions.
- Manage staff performance management systems, including appraisals and career development.
- Handle employee relations, welfare, discipline, and grievance management procedures.
- Coordinate training and development programmes to enhance staff competencies.
- Ensure payroll administration and benefits management are processed accurately and timely.
- Maintain proper HR records and prepare periodic reports for management.
- Advise management on all human resource matters and ensure compliance with the Employment Act and other Ugandan labour laws.
Requirements:
- A Bachelor's degree in Human Resource Management, Social Sciences, Business Administration, or a related field from a recognised institution. A Master's degree or post-graduate diploma in HR is a strong advantage.
- Minimum of 5 years of proven work experience in human resource management, with at least 2 years at a senior or supervisory level.
- Full membership with the Human Resource Managers' Association of Uganda (HRMAU) or equivalent professional body.
- Impeccable integrity, strong analytical skills, and excellent interpersonal and communication abilities.
- In-depth knowledge of Ugandan labour laws and best practices in HR management.
- Proficiency in HR information systems and standard office software.
