Monitoring, Evaluation and Learning (MEL) Officer Job in Jinja - PATH Uganda
Job Description
PATH Uganda is seeking a dedicated and experienced Monitoring, Evaluation, and Learning (MEL) Officer to join our team in Jinja. This is an exciting opportunity to contribute to health equity and support impactful health programmes across Uganda.

Job Summary
The MEL Officer will be responsible for implementing robust monitoring, evaluation, and learning systems for PATH's health programmes in Uganda. Based in Jinja, you will work closely with programme teams to track performance, measure impact, and foster a culture of data-driven decision-making.
Key Duties and Responsibilities
- Develop and implement comprehensive MEL plans, frameworks, and tools for various health programmes.
- Lead data collection, analysis, and reporting on key programme indicators to track progress and impact.
- Conduct routine data quality assessments and provide constructive feedback to enhance data integrity.
- Support the documentation, dissemination, and sharing of programme results, lessons learned, and best practices.
- Build the capacity of programme staff and local partners in MEL methodologies through training and mentorship.
- Contribute to the development of high-quality programme reports, presentations, and other knowledge products.
- Promote the use of data and evidence for strategic decision-making and continuous programme improvement.
Qualifications and Experience Required
- A Bachelor's degree in Public Health, Statistics, Social Sciences, or a related field. A Master's degree will be an added advantage.
- At least 5 years of proven experience in monitoring, evaluation, and learning within the health sector in Uganda.
- Strong technical skills in both quantitative and qualitative data collection, analysis, and visualisation.
- Hands-on experience with MEL software and tools such as DHIS2, SPSS, STATA, or NVivo.
- Excellent communication, report writing, and presentation skills.
- Ability to work effectively in a team and collaborate with diverse stakeholders, including government and community partners.
- Fluency in English is required. Knowledge of local languages spoken in the Eastern region of Uganda is a strong asset.
