Monitoring, Evaluation and Learning (MEL) Director Job in Kampala - FHI 360
Job Description
FHI 360 is seeking a highly qualified and experienced Monitoring, Evaluation, and Learning (MEL) Director for the anticipated USAID/Uganda Integrated Health Systems Strengthening (IHSS) Activity. This senior-level position, based in Kampala, offers a unique opportunity to lead the strategic direction of MEL for a major health systems project in Uganda.
As the MEL Director, you will be at the forefront of ensuring project impact and accountability. You will design and implement a robust MEL framework, manage data collection and analysis, and use evidence to guide programme decisions and adaptations. This role is critical for strengthening Uganda's health system and achieving sustainable outcomes.
Key Responsibilities:
- Lead the design and implementation of the project's comprehensive Monitoring, Evaluation, and Learning (MEL) plan and framework.
- Oversee all data collection, management, analysis, and timely reporting, ensuring adherence to USAID requirements and indicators.
- Transform data into actionable insights for programme decision-making, adaptive management, and organisational learning.
- Build the MEL capacity of project staff, local partners, and stakeholders through training and mentorship.
- Manage the MEL team and ensure the use of appropriate statistical software (e.g., SPSS, Stata, R) and data visualisation tools.
- Prepare and present high-quality reports to USAID, FHI 360 leadership, and other key stakeholders.
Requirements and Qualifications:
- A Masterβs degree in Public Health, Statistics, Social Sciences, or a closely related field.
- Minimum of 7 years of progressive experience in designing and managing MEL systems for large, complex health projects, preferably within the Ugandan or East African context.
- Demonstrated expertise in both quantitative and qualitative data analysis methodologies.
- Proven experience with USAID programming, reporting frameworks, and standard indicators.
- High proficiency in statistical software packages (SPSS, Stata, R) and data visualisation tools.
- Excellent communication, presentation, and training/facilitation skills.
- Fluency in English is required.
