Monitoring, Evaluation and Learning (MEL) Manager Job in Kampala - PATH Uganda
Job Description
PATH, a global leader in public health innovation, is recruiting a Monitoring, Evaluation, and Learning (MEL) Manager for the USAID-funded Uganda Health Systems Strengthening (UHSS) Activity. This is a senior-level opportunity for an experienced MEL professional to lead strategic data and learning initiatives that will directly impact Uganda's health system.
As the MEL Manager based in Kampala, you will be at the forefront of designing and implementing the project's comprehensive MEL framework. You will ensure robust data collection, analysis, and utilisation to measure impact, inform decision-making, and drive programme adaptation. This role is critical for demonstrating the project's achievements to USAID and other key stakeholders in Uganda.
Key Responsibilities and Duties:
- Lead the development, management, and implementation of the project's MEL plan and performance monitoring system.
- Oversee all data collection, analysis, and timely reporting on project indicators for USAID and internal stakeholders.
- Build the MEL capacity of project staff and local partners through training and mentorship.
- Ensure the highest standards of data quality and integrity by conducting regular data audits and reviews.
- Facilitate a culture of continuous learning and adaptive management by organising regular reflection sessions and analysing data for programme improvement.
- Manage the project's database and reporting tools, ensuring accurate and accessible information.
Qualifications and Experience Required:
- A Master's degree in Public Health, Statistics, Monitoring & Evaluation, or a closely related field.
- Minimum of 7 years of progressive experience in designing and managing MEL systems for large-scale health programmes, preferably within the Ugandan context.
- Proven expertise in both quantitative and qualitative data analysis methodologies.
- In-depth knowledge and practical experience with USAID/PEPFAR reporting requirements, frameworks, and standard indicators.
- High proficiency in using MEL software and data management tools (e.g., DHIS2, SPSS, Stata, NVivo, or similar).
- Excellent written and verbal communication skills, with a strong ability to present complex data to diverse audiences.
- Demonstrated teamwork, leadership, and capacity-building skills.
