Job Description

Deputy Chief of Party (DCOP) - USAID Integrated Health Systems Strengthening (IHSS) Activity

FHI 360 is seeking a highly experienced and dynamic Deputy Chief of Party (DCOP) for the anticipated USAID/Uganda Integrated Health Systems Strengthening (IHSS) Activity. This is a senior leadership role based in Kampala, Uganda, offering a unique opportunity to contribute to strengthening Uganda's health system and improving health outcomes nationwide.

Job Summary

Reporting to the Chief of Party (COP), the DCOP will provide strategic technical and managerial leadership for the successful implementation of this critical health systems project. You will be responsible for ensuring all project activities are aligned with USAID objectives and Ugandan national health priorities, driving impact in health financing, human resources, and supply chain management.

Key Responsibilities & Duties

  • Provide technical leadership and oversight in all aspects of health systems strengthening (HSS) in Uganda, including health financing, human resources for health, and supply chain management.
  • Support the COP in the overall management, strategic direction, and technical quality of the IHSS Activity.
  • Lead and supervise a team of technical and programme staff, fostering a collaborative and high-performance work environment.
  • Ensure the timely and high-quality submission of all project deliverables, reports, and work plans to USAID and other stakeholders.
  • Build and maintain effective partnerships with key Ugandan government counterparts, including the Ministry of Health, local NGOs, and other development partners.
  • Oversee project monitoring, evaluation, and learning (MEL) to ensure data-driven decision-making and adaptive management.
  • Represent the project in technical forums and meetings in the absence of the COP.

Qualifications & Experience Required

  • Master's degree in Public Health, Health Systems, Health Administration, or a closely related field.
  • Minimum of 8 years of progressive experience in health systems strengthening, with at least 5 years in a senior management role on large, complex donor-funded projects (preferably USAID).
  • Proven technical expertise in key HSS areas: health financing, human resources for health (HRH), and health commodity supply chain management.
  • Demonstrated experience working in Uganda or the East African region with a deep understanding of the local health context.
  • Excellent leadership, organisational, and people management skills.
  • Strong ability to work effectively with diverse teams and multi-sectoral stakeholders.
  • Fluency in English (written and spoken) is required.
