PATH, a global leader in public health innovation, is seeking an experienced Monitoring and Evaluation Officer to join the Uganda Health Activity (UHA) team in Kampala. This is a senior-level position for a professional passionate about data-driven health programming and making a measurable impact on Uganda's health sector.

Job Summary
The Monitoring and Evaluation Officer will be responsible for designing and implementing the project's comprehensive M&E framework. You will track progress, ensure data quality, and generate evidence to guide the Uganda Health Activity's strategic direction and demonstrate impact to donors, including USAID.
Key Responsibilities and Duties
- Develop, implement, and manage the project's M&E plans, systems, and performance monitoring frameworks.
- Collect, analyse, and synthesise project data to measure performance, outcomes, and overall impact.
- Build the capacity of project staff and local partners in M&E methodologies, data collection, and reporting.
- Conduct regular data quality audits and verification exercises to ensure accuracy and reliability.
- Prepare and submit high-quality, timely M&E reports for project leadership, PATH, and donors, adhering to USAID requirements.
- Support project teams to use data for evidence-based decision-making and continuous programme improvement.
- Maintain secure M&E databases and ensure strict confidentiality of all project data.
Qualifications and Experience Required
- A Bachelor's degree in Statistics, Public Health, Social Sciences, Economics, or a related field. A Master's degree is an added advantage.
- Minimum of 5 years of proven experience in monitoring and evaluation, preferably within the public health or international development sector in Uganda.
- Demonstrable experience with USAID reporting requirements, frameworks, and indicators is essential.
- Strong quantitative and qualitative data analysis skills with high proficiency in statistical software (e.g., SPSS, STATA, R).
- Excellent report writing, presentation, and data visualisation skills.
- Proven ability to work independently with minimal supervision and collaboratively as part of a multidisciplinary team.
- Strong interpersonal and training skills to build M&E capacity among colleagues.
