Health Systems Strengthening Officer Job in Mbarara, Uganda - PATH

PATH Uganda is recruiting a qualified Health Systems Strengthening Officer to join our team in Mbarara. This is a key role within the USAID-funded Uganda Health Systems Strengthening (UHSS) Activity, focused on building resilient health systems at the district level in western Uganda.

Job Summary:
The Health Systems Strengthening Officer will be based in Mbarara and will work directly with District Health Teams (DHTs) and local partners. Your primary focus will be to implement strategies that enhance the planning, management, and delivery of quality health services in the region.

Key Duties and Responsibilities:

• Lead the implementation of targeted health systems strengthening (HSS) interventions within assigned districts.
• Build the capacity of district health teams in essential areas like health planning, budgeting, financial management, and data use for decision-making.
• Facilitate strong coordination and collaboration among government, development partners, and community stakeholders.
• Monitor project activities, track outcomes, and prepare timely reports on progress and challenges.
• Contribute to project learning and adaptation by documenting best practices and lessons learned.
• Ensure all activities align with national health policies and USAID guidelines.

Qualifications and Experience:

• A Bachelor’s degree in Public Health, Health Management, Social Sciences, or a related field. A Master’s degree is an added advantage.
• At least 5 years of proven experience in health systems strengthening, health service delivery, or public health programming within the Ugandan context.
• Demonstrated hands-on experience working with or within District Local Governments and their health systems.
• Excellent skills in facilitation, stakeholder engagement, and coordination.
• Strong analytical, reporting, and communication abilities.
• Ability to work independently with minimal supervision and as an effective team member.
• Fluency in English (written and spoken) and proficiency in local languages spoken in the Mbarara region (especially Runyankole/Rukiga).
