Key Responsibilities and Duties

• Provide high-level technical leadership and assistance in all pillars of health systems strengthening, including governance, health financing, human resources for health, and service delivery.
• Support the development, refinement, and implementation of national and sub-national HSS strategies and operational plans.
• Build the capacity of Ministry of Health staff and partner organisations through training, mentorship, and supportive supervision.
• Design and conduct comprehensive health systems assessments, analyses, and evaluations to inform programming and policy.
• Prepare high-quality technical reports, policy briefs, and presentations for diverse audiences, including government and donors.
• Represent PATH authoritatively in national HSS technical working groups, forums, and coordination meetings.

Qualifications and Experience Required

• A Master's degree in Public Health, Health Systems Management, Health Economics, or a closely related field is mandatory.
• At least 10 years of progressive, hands-on experience in health systems strengthening programmes within low- and middle-income countries; extensive experience in Uganda or the East African region is a strong asset.
• Demonstrated expertise in health systems frameworks (e.g., WHO building blocks) and relevant analytical tools.
• Proven track record of successful collaboration with Uganda's Ministry of Health, districts, and other government agencies.
• Excellent facilitation, training, and stakeholder engagement skills.
• Fluency in English (written and spoken) is required. Proficiency in Luganda or other local languages is a significant advantage.
