Head of Project Execution Job in Kampala - Ministry of Finance Uganda

The Ministry of Finance, Planning and Economic Development (MoFPED) is seeking a highly experienced and dynamic professional to fill the position of Head of Project Execution. This senior leadership role is based at the Ministry headquarters in Kampala and offers a unique opportunity to drive the implementation of critical national development projects.

As the Head of Project Execution, you will be responsible for providing strategic leadership and oversight for all project implementation activities within the Ministry. You will ensure that projects are delivered on time, within budget, and in accordance with the highest standards of quality and governance.

Key Responsibilities and Duties:
• Provide overall leadership and strategic direction for the Project Execution Unit.
• Oversee the planning, implementation, monitoring, and evaluation of all Ministry projects.
• Ensure effective coordination between project teams, government departments, development partners, and other stakeholders.
• Manage project budgets, financial reporting, and ensure compliance with donor and government regulations.
• Identify and mitigate project risks, ensuring timely resolution of implementation challenges.
• Prepare and present comprehensive progress reports to senior management, government, and development partners.
• Build and mentor a high-performing project management team.
• Ensure all projects align with the National Development Plan (NDP III) and Ministry strategic objectives.

Requirements and Qualifications:
• A Master’s degree in Project Management, Business Administration, Economics, Finance, Engineering, or a related field from a recognised institution.
• A minimum of 10 years of progressive experience in project management, with at least 5 years in a senior leadership role managing large-scale public sector or development projects.
• Professional certification in Project Management (e.g., PRINCE2, PMP, PMI) is a strong advantage.
• Proven track record of successfully delivering complex, multi-stakeholder projects.
• Excellent knowledge of public financial management and government procurement processes in Uganda.
• Strong leadership, communication, negotiation, and stakeholder management skills.
• High level of integrity, professionalism, and commitment to national development.
