Job Description
Baylor College of Medicine Children's Foundation Uganda (Baylor Uganda) is seeking a highly skilled and experienced Finance Manager for the LPHS-E project. This is a senior-level, full-time position based in Mbale, Eastern Uganda. The successful candidate will play a critical role in ensuring the financial integrity and compliance of our life-saving health programmes.
As the Finance Manager, you will be responsible for overseeing all financial operations, ensuring strict adherence to both Baylor Uganda policies and specific donor requirements. You will lead a dedicated team to maintain accurate financial records, support programme sustainability, and contribute directly to our mission of improving healthcare outcomes in Uganda.
Key Responsibilities & Duties:
- Lead the annual budgeting process and provide continuous budget monitoring and variance analysis for the LPHS-E project.
- Manage the complete Accounts Receivables function, ensuring timely and accurate processing of all incoming funds.
- Prepare and submit timely, accurate financial reports in line with organisational policy and strict donor guidelines (e.g., USAID, PEPFAR).
- Implement and maintain robust internal financial controls to safeguard organisational assets.
- Oversee cash flow management and forecasting to ensure project activities are fully funded.
- Liaise with external auditors and facilitate smooth audit processes.
- Provide financial technical guidance and capacity building to project staff and partners.
- Ensure full compliance with Ugandan tax laws (URA) and other statutory financial regulations.
Requirements & Qualifications:
- A Bachelor's degree in Finance, Accounting, Commerce, or Business Administration (Accounting option). A Master's degree or professional qualification (ACCA, CPA) is a strong advantage.
- Minimum of 5 years of progressive experience in financial management, preferably within an NGO or donor-funded project environment in Uganda.
- Proven expertise in managing budgets and financial reporting for major donors such as USAID, PEPFAR, or Global Fund.
- High proficiency in accounting software and advanced Microsoft Excel skills.
- Excellent leadership, communication, and interpersonal skills.
- Strong analytical skills and impeccable attention to detail.
- Thorough understanding of Ugandan financial and tax regulations.
