Finance and Operations Director - PATH Uganda

We are currently seeking a highly experienced and motivated Finance and Operations Director to join our team in Kampala, Uganda, for the USAID-funded Malaria Action Program for Districts (MAPD) project.

This is a senior leadership role where you will provide overall financial and operational management for a major international development project. You will ensure compliance with PATH and donor regulations while overseeing all financial, administrative, and operational functions.

Key Responsibilities and Duties

• Provide overall financial and operational leadership and strategic direction for the MAPD project.
• Develop, manage, and monitor project budgets, ensuring accurate and timely financial reporting to PATH and USAID.
• Ensure strict compliance with PATH policies, Ugandan law, and USAID rules and regulations (including FAR and AIDAR).
• Oversee all procurement processes, ensuring transparency, accountability, and value for money.
• Manage project human resources, including recruitment, performance management, and professional development for staff in Uganda.
• Oversee project logistics, administration, and office operations in Kampala and potentially other districts.
• Build the capacity of project staff in financial management, operational procedures, and compliance.
• Serve as a key liaison on financial and operational matters with project partners, donors, and PATH headquarters.

Qualifications and Experience Required

• Master’s degree in Finance, Accounting, Business Administration, or a related field.
• Minimum of 10 years of progressive experience in financial and operations management for large-scale international development programmes.
• Proven experience with USAID-funded projects and strong knowledge of USG rules and regulations is highly preferred.
• Professional accounting qualification (CPA, ACCA, or equivalent) is a strong advantage.
• Demonstrated experience managing and reporting on budgets of $10 million (approx. 37 billion UGX) or more.
• Excellent leadership, team management, and capacity-building skills.
• Strong analytical, problem-solving, and strategic planning abilities.
• Excellent written and oral communication skills in English.
