Senior Manager, Humanitarian Cash and Voucher Programming at World Vision Uganda
World Vision Uganda (WVU), a leading Christian humanitarian organisation operating in Uganda since 1986, is seeking a highly experienced and dedicated Senior Manager for Humanitarian Cash and Voucher Programming. This is a senior leadership role based in Kampala, offering a unique opportunity to provide strategic direction and scale up impactful cash-based assistance programmes across the country.
As a key member of our team, you will lead the strategic development and technical oversight of Cash and Voucher Assistance (CVA) across our humanitarian and development portfolios. You will ensure programmes meet global standards, build the capacity of staff and partners, and significantly enhance the quality and impact of our work in child protection, health, WASH, livelihoods, and resilience.
Key Responsibilities and Duties:
- Provide strategic leadership and technical direction for all CVA initiatives within World Vision Uganda.
- Develop, implement, and oversee CVA strategies, policies, and operational guidelines.
- Build and strengthen the capacity of WVU staff and local partners in CVA design, implementation, monitoring, and evaluation.
- Ensure CVA programmes are effectively integrated with other key sectors like food security, protection, and WASH.
- Lead assessments and analysis to inform programme design and ensure accurate targeting of beneficiaries.
- Oversee project design, implementation, and monitoring, ensuring compliance with donor requirements (e.g., USAID, ECHO, WFP), Sphere standards, and internal policies.
- Develop, manage, and monitor budgets for CVA programmes and prepare high-quality reports for donors and stakeholders.
- Represent WVU in national coordination forums such as the Uganda Cash Working Group.
- Foster strategic partnerships with government ministries, UN agencies, NGOs, and the private sector.
- Promote innovation, learning, and accountability within CVA programming.
Qualifications and Experience Required:
- A Master's degree in Economics, Social Sciences, Development Studies, or a related field.
- Minimum of 10 years of progressive experience in humanitarian and development programming, with at least 5 years specifically in Cash and Voucher Assistance (CVA).
- Proven track record in strategic planning, programme design, and management within the Ugandan or similar context.
- Strong understanding of humanitarian principles, international standards, and coordination mechanisms in Uganda.
- Substantial experience working with major institutional donors like USAID, ECHO, WFP, and UNICEF.
- Excellent leadership, communication, and interpersonal skills, with the ability to work effectively in a cross-cultural and multi-faith environment.
- Fluency in English is essential; knowledge of local Ugandan languages (e.g., Luganda, Acholi, Runyankole) is a strong asset.
- A deep commitment to World Vision's Christian mission, core values, and safeguarding policies.
