Job Description

The Ministry of Finance, Planning and Economic Development (MoFPED) is seeking a dedicated and analytical Research Officer to join its Private Sector Development Unit (PSDU). This is a key contract position based in Kampala, focused on driving impactful legal and regulatory reforms to enhance Uganda's business environment and foster private sector growth.

Key Responsibilities:

  • Conduct comprehensive research and analysis on legal and regulatory frameworks affecting private sector development in Uganda.
  • Draft policy briefs, reports, and recommendations for legal and regulatory reforms.
  • Collaborate with government agencies, private sector stakeholders, and development partners to gather insights and data.
  • Monitor and evaluate the implementation of existing reforms and their impact on the business climate.
  • Support the PSDU team in organising stakeholder consultations, workshops, and validation meetings.
  • Prepare presentations and communication materials to disseminate research findings to diverse audiences.

Requirements and Qualifications:

  • A Bachelor's degree in Law, Economics, Public Policy, Development Studies, or a related field. A Master's degree is a strong advantage.
  • Minimum of 3 years of proven experience in policy research, legal analysis, or regulatory affairs, preferably within the public sector or a development organisation.
  • Strong understanding of Uganda's legal system, business laws, and regulatory landscape.
  • Excellent analytical, writing, and presentation skills.
  • Proficiency in data collection, analysis, and report writing.
  • Ability to work independently and as part of a team in a fast-paced government environment.

What We Offer:

  • A competitive contract remuneration package commensurate with experience.
  • The unique opportunity to contribute directly to national policy and private sector development in Uganda.
  • A professional and challenging work environment within a leading government ministry.
  • Engagement with high-level stakeholders and development partners.

If you are passionate about using research to shape a better business environment for Uganda, we encourage you to apply. This role is ideal for a mid-career professional looking to make a tangible impact on the country's economic development.
