Job Description
The Ministry of Finance, Planning and Economic Development (MoFPED) is seeking a qualified and experienced Programme Planning, Monitoring and Evaluation Officer to join our team in Kampala. This is a critical role within Uganda's public sector, contributing to the effective implementation and assessment of national development programmes.
As a Programme Planning, Monitoring and Evaluation Officer, you will play a key role in ensuring that government initiatives achieve their intended outcomes and deliver value for money. You will work within a dynamic environment focused on Uganda's national development agenda.
Key Responsibilities:
- Design and implement robust monitoring and evaluation frameworks for ministry programmes.
- Develop detailed work plans, logical frameworks, and performance indicators.
- Conduct regular field monitoring visits to assess programme implementation progress.
- Collect, analyse, and interpret quantitative and qualitative data to measure programme impact.
- Prepare comprehensive M&E reports for management, development partners, and stakeholders.
- Build capacity of ministry staff and partners on M&E tools and methodologies.
- Contribute to the planning and budgeting cycle by providing evidence-based recommendations.
- Ensure alignment of programme activities with the National Development Plan (NDP III) and other sector policies.
Requirements & Qualifications:
- A Bachelor's degree in Economics, Statistics, Social Sciences, Development Studies, or a related field. A Master's degree is an added advantage.
- Minimum of 3 years of proven experience in planning, monitoring, and evaluation, preferably within the public sector or with large development programmes in Uganda.
- Strong expertise in M&E methodologies, data analysis software (e.g., SPSS, Stata), and report writing.
- Excellent knowledge of results-based management (RBM) and logical framework approaches.
- Ability to work effectively with government MDAs, development partners, and civil society.
- Strong analytical, communication, and interpersonal skills.
- High level of integrity and commitment to public service.
