Job Description

The Ministry of Finance, Planning and Economic Development (MoFPED) is seeking a qualified and experienced Programme Planning, Monitoring and Evaluation Officer to join its team in Kampala. This is a critical role within Uganda's central economic planning institution, offering the opportunity to contribute directly to national development programmes and policies.

Key Responsibilities:

  • Design, implement, and manage comprehensive monitoring and evaluation (M&E) frameworks for government programmes.
  • Develop detailed programme work plans, budgets, and performance indicators aligned with national development plans.
  • Conduct regular field monitoring visits to assess programme implementation and impact across Uganda.
  • Analyse quantitative and qualitative data to prepare high-quality M&E reports for senior management and development partners.
  • Provide technical guidance and capacity building on M&E practices to programme staff within the Ministry and other government agencies.
  • Support the preparation of project proposals, policy briefs, and strategic plans.
  • Ensure all M&E activities comply with government of Uganda regulations and donor requirements where applicable.

Requirements & Qualifications:

  • A minimum of a Bachelor's degree in Economics, Statistics, Development Studies, Social Sciences, or a related field. A Master's degree will be an added advantage.
  • At least 3-5 years of proven experience in programme planning, monitoring, and evaluation, preferably within the public sector or with large development projects in Uganda.
  • Strong expertise in M&E methodologies, logical framework analysis, and data management tools (e.g., SPSS, Stata, Excel).
  • Excellent report writing, analytical, and presentation skills.
  • In-depth understanding of Uganda's national development planning framework, including the National Development Plan (NDP).
  • Ability to work effectively in a multi-disciplinary team and engage with various stakeholders.
