Deputy Commissioner, Policy, Quality Assurance & International Affairs Job in Uganda

PKF in Eastern Africa, a leading professional services network, is seeking a highly experienced and strategic leader for the position of Deputy Commissioner, Policy, Quality Assurance & International Affairs for Customs and Border Control operations. This is a senior executive role within a respected organisation that fosters confidence through trust and respect, helping over 800 staff across the region collaborate openly and achieve more.
About the Role:
As the Deputy Commissioner, you will provide strategic leadership and oversight in the critical areas of policy development, quality assurance, and international affairs for customs and border management in Uganda. You will be instrumental in shaping national policies, ensuring service delivery standards, and managing international relations and agreements.
Key Responsibilities & Duties:
- Develop, review, and implement comprehensive customs and border control policies and procedures.
- Lead the quality assurance function to ensure compliance with national and international standards and regulations.
- Manage international affairs, including representing the organisation at regional and global forums (e.g., EAC, COMESA, WCO).
- Foster strong relationships with key international partners, government agencies, and stakeholders.
- Analyse operational data and trends to inform policy decisions and improve border management efficiency.
- Lead and mentor a team of professionals in the Policy, Quality Assurance, and International Affairs directorate.
- Ensure alignment of customs procedures with Uganda's national development goals and international trade agreements.
Requirements & Qualifications:
- A Master's degree in Public Policy, International Relations, Law, Economics, Business Administration, or a related field. A PhD will be an added advantage.
- Minimum of 10 years of progressive senior management experience, preferably within customs, border control, trade facilitation, or a related public sector institution.
- Proven track record in policy formulation, quality management systems, and international diplomacy.
- In-depth knowledge of Ugandan and East African Community (EAC) customs laws, procedures, and international trade protocols.
- Exceptional leadership, communication, and stakeholder management skills.
- Strong analytical, strategic thinking, and problem-solving abilities.
