Deputy Commissioner, Cargo Scanning & Monitoring Job in Uganda - Customs and Border Control
Job Description
PKF in Eastern Africa, a leading professional services network with over 800 staff across the region, is seeking a highly qualified and experienced Deputy Commissioner for Cargo Scanning & Monitoring to join the Customs and Border Control team in Uganda. This is a senior leadership role critical to Uganda's national security and trade facilitation.

Key Responsibilities:
- Lead and manage the strategic direction of cargo scanning and monitoring operations for Customs and Border Control.
- Oversee the implementation and maintenance of advanced scanning technologies and systems at border points across Uganda.
- Develop and enforce policies, procedures, and standards for non-intrusive inspection of cargo to prevent smuggling and ensure compliance.
- Analyse scanning data and intelligence to identify risks and trends, providing actionable insights to senior management.
- Manage a team of scanning and monitoring professionals, ensuring high performance, training, and development.
- Liaise with other government agencies, port authorities, and private sector stakeholders to enhance border security and trade efficiency.
- Ensure all scanning operations comply with Ugandan laws, international standards, and best practices in border management.
Requirements & Qualifications:
- A Master's degree in a relevant field such as Security Studies, Logistics, Business Administration, or Public Administration. A Bachelor's degree with extensive experience may be considered.
- Minimum of 10 years of progressive experience in customs, border management, security, or logistics, with at least 5 years in a senior managerial role.
- Proven expertise in cargo scanning technologies, risk management, and supply chain security.
- Strong leadership, strategic planning, and analytical skills.
- Excellent knowledge of Ugandan customs laws, regional trade protocols (EAC, COMESA), and international security standards.
- Impeccable integrity and a commitment to ethical professional conduct.
