Procurement Manager Job Opportunity at CRS Uganda

Catholic Relief Services (CRS) Uganda is seeking an experienced and dedicated Procurement Manager to join our team in Uganda. This is a senior-level position responsible for leading procurement operations and ensuring efficient supply chain management for our humanitarian and development programmes across the country.

Key Responsibilities & Duties:

• Develop and implement procurement strategies, policies, and procedures in compliance with CRS, donor, and Ugandan government regulations.
• Lead the full procurement cycle for goods, services, and works, including sourcing, tendering, evaluation, contracting, and supplier management.
• Manage and mentor a team of procurement staff, building their capacity in best practices and ethical procurement.
• Ensure value for money, transparency, and accountability in all procurement activities.
• Maintain strong relationships with vendors, partners, and internal programme teams to support timely project implementation.
• Prepare and analyse procurement reports, manage the procurement budget, and mitigate supply chain risks.
• Ensure all procurement documentation is complete, accurate, and properly filed for audit purposes.

Requirements & Qualifications:

• Bachelor's degree in Procurement, Supply Chain Management, Business Administration, or a related field. A Master's degree or professional certification (e.g., CIPS) is a strong advantage.
• Minimum of 7 years of progressive experience in procurement, with at least 3 years in a managerial role, preferably within an NGO or international organisation in Uganda.
• In-depth knowledge of Ugandan public procurement laws and donor regulations (e.g., USAID, EU, UN).
• Proven experience managing high-value and complex procurement processes.
• Strong leadership, negotiation, communication, and analytical skills.
• High level of integrity, professionalism, and commitment to ethical standards.
• Proficiency in procurement software and Microsoft Office applications.
