Catholic Relief Services (CRS), a leading international humanitarian and development organisation, is seeking a dedicated and experienced Monitoring & Evaluation Specialist to join our team in Kampala, Uganda. This is a senior-level position offering the opportunity to drive program quality, accountability, and learning for impactful development projects across the country.
Job Summary
As the Monitoring & Evaluation (M&E) Specialist, you will be at the forefront of designing and implementing robust M&E systems to track project performance, outcomes, and impact. Your work in data collection, analysis, and reporting will be crucial for ensuring program effectiveness, donor accountability, and evidence-based decision-making for CRS's vital work in Uganda.
Key Duties and Responsibilities
- Develop comprehensive M&E frameworks, tools, and indicators for various development projects.
- Lead data collection, analysis, and interpretation to accurately assess program progress and impact.
- Prepare high-quality, regular M&E reports for internal stakeholders, donors, and partners.
- Train and mentor CRS staff and local partner organisations on M&E procedures and data management best practices.
- Conduct regular field visits to monitor project implementation and verify data quality at the community level.
- Support the design and execution of project evaluations, assessments, and learning activities.
- Ensure the highest standards of data quality, integrity, and security throughout the M&E process.
- Manage relationships and reporting requirements for key donors such as USAID and the European Union.
Qualifications and Experience Required
- A Master's degree in Statistics, Social Sciences, Development Studies, Economics, or a related field.
- Minimum of 5 years of progressive experience in monitoring and evaluation, preferably within the NGO or development sector in Uganda.
- Proven expertise in both quantitative and qualitative data analysis methodologies.
- High proficiency in M&E software (e.g., SPSS, STATA, NVivo, KoBoToolbox) and the Microsoft Office suite.
- Excellent report writing, presentation, and communication skills in English.
- Strong knowledge of major donor (e.g., USAID, EU) reporting frameworks and requirements.
- Ability to work independently, lead initiatives, and collaborate effectively within a team.
