Catholic Relief Services (CRS) Uganda is seeking a dedicated and skilled Monitoring, Evaluation, Accountability and Learning (MEAL) Officer to join our team in Kampala. This is a fantastic opportunity for a mid-level professional to contribute to meaningful development programmes and enhance their career in the NGO sector in Uganda.
Job Summary
As a MEAL Officer, you will play a critical role in supporting the design and implementation of robust MEAL systems for CRS Uganda's diverse programmes. You will ensure the collection of quality data, conduct insightful analysis, and produce reports that directly inform programme decisions and demonstrate our impact to communities and donors across Uganda.
Key Roles and Responsibilities
- Support the development and roll-out of MEAL frameworks, tools, and data collection processes.
- Conduct regular field monitoring visits and data quality assessments in programme areas.
- Manage and maintain programme databases, ensuring accurate and timely data entry and management.
- Analyse quantitative and qualitative programme data to prepare comprehensive monitoring and evaluation reports.
- Provide technical support for baseline, mid-term, and end-line evaluations.
- Facilitate learning sessions and document best practices, success stories, and lessons learned for programme improvement.
- Build the capacity of partner organisation staff in core MEAL concepts, tools, and methodologies.
- Support the implementation of accountability mechanisms, including community feedback and complaint response systems.
Basic Qualifications and Requirements
- A Bachelor's degree in Statistics, Social Sciences, Development Studies, Economics, or a closely related field.
- Minimum of 3 years of practical, hands-on experience in MEAL for development or humanitarian programmes, preferably within the Ugandan context.
- Strong technical skills in both quantitative and qualitative data collection, analysis, and interpretation.
- High proficiency in data analysis software such as SPSS, STATA, or R.
- Practical experience with mobile data collection platforms like ODK, Kobo Toolbox, or CommCare.
- Excellent report writing, presentation, and communication skills in English.
- Strong attention to detail, organisational skills, and the ability to manage multiple tasks.
Preferred Qualifications
- Demonstrated experience with major donor reporting requirements (e.g., USAID, EU, UN agencies).
- Advanced skills in statistical analysis and data visualisation techniques.
- Direct experience working in humanitarian or development settings within Uganda.
