Job Description

Lead MEAL Systems for Impactful Development Programmes in Uganda

Catholic Relief Services (CRS) Uganda is seeking an experienced and strategic MEAL Manager to provide leadership for our Monitoring, Evaluation, Accountability, and Learning systems in Kampala. This is a senior role for a professional passionate about using data to drive programme quality, demonstrate impact, and foster learning within one of Uganda's leading international NGOs.

Key Responsibilities & Duties

  • Provide overall leadership and technical oversight for the country programme's MEAL strategy, framework, and systems.
  • Develop and implement comprehensive MEAL plans for all projects, including indicators, data collection tools, and reporting.
  • Oversee all data collection, analysis, and reporting to accurately measure programme performance and impact for donors and stakeholders.
  • Lead the design and execution of baseline studies, mid-term reviews, end-line evaluations, and other special assessments.
  • Establish and manage effective accountability mechanisms, including community feedback and complaint response systems.
  • Promote a strong culture of learning by facilitating reflection sessions, learning events, and documentation of best practices.
  • Build the capacity of CRS staff and local partner organisations in MEAL principles, tools, and methodologies.
  • Ensure data quality and integrity through regular data quality assessments and verification exercises.
  • Represent the MEAL function in senior management meetings, providing insights to inform strategic decision-making.
  • Ensure full compliance with donor MEAL requirements (USAID, EU, UN, etc.) and reporting.

Qualifications & Experience Required

  • Master's degree in Monitoring & Evaluation, Statistics, Social Sciences, or a related field.
  • Minimum of 7 years of progressive MEAL experience, with at least 3 years in a management role within an international NGO.
  • Proven expertise in designing and managing MEAL systems for complex, multi-sectoral development programmes in Uganda or similar contexts.
  • Strong technical skills in both quantitative and qualitative data collection and analysis methods.
  • Hands-on experience with statistical software (SPSS, STATA) and data visualisation tools.
  • Excellent leadership, team management, and capacity-building skills.
  • Fluency in English is required.

Preferred Skills

  • Experience working in complex emergency or development contexts in Uganda/East Africa.
  • Practical knowledge of digital data collection platforms (ODK, CommCare, Kobo Toolbox).
  • Familiarity with key donor MEAL frameworks and reporting cycles.

This is a full-time position based in Kampala with frequent travel (up to 30%) to field locations across Uganda. You will join a dedicated team committed to CRS's mission and values.
