Head of Project Execution Job at Ministry of Finance, Planning and Economic Development - Kampala
Job Description
The Ministry of Finance, Planning and Economic Development (MoFPED) is seeking a highly qualified and experienced professional for the position of Head of Project Execution. This senior leadership role oversees both the Private Sector Development Unit (PSDU) and the Sustainable Public Procurement Secretariat, playing a critical part in Uganda's economic transformation agenda.
This is a unique opportunity to lead strategic initiatives that directly impact Uganda's private sector growth and sustainable procurement practices. The successful candidate will be at the forefront of implementing key government programmes designed to stimulate investment, enhance competitiveness, and promote value for money in public spending.
Key Responsibilities and Duties:
β’ Provide strategic leadership and oversight for all project execution activities within the PSDU and Sustainable Public Procurement Secretariat.
β’ Develop and manage detailed project plans, budgets, and timelines to ensure successful delivery of programme objectives.
β’ Coordinate with various government ministries, departments, agencies (MDAs), private sector stakeholders, and development partners.
β’ Monitor and evaluate project performance, ensuring alignment with national development goals like the National Development Plan (NDP III).
β’ Lead a team of professionals, providing mentorship and fostering a high-performance culture.
β’ Prepare and present comprehensive progress reports to senior management and relevant stakeholders.
β’ Ensure all projects adhere to Government of Uganda procurement regulations, financial management guidelines, and environmental and social safeguards.
Requirements and Qualifications:
β’ A Master's degree in Project Management, Business Administration, Economics, Finance, or a related field from a recognised institution.
β’ Minimum of 8 years of progressive experience in project management, with at least 5 years in a senior leadership role managing large-scale development programmes.
β’ Proven track record in private sector development, public procurement, or related fields within the Ugandan or East African context.
β’ Strong understanding of Uganda's public financial management systems and development landscape.
β’ Excellent leadership, communication, and stakeholder management skills.
β’ Professional certification in Project Management (e.g., PRINCE2, PMP) is a strong advantage.
