Job Description

The Ministry of Finance, Planning and Economic Development (MoFPED) is recruiting a qualified and experienced Programme Planning, Monitoring and Evaluation Officer to join our dynamic team in Kampala. This is a critical role within Uganda's central economic planning institution, offering the opportunity to contribute directly to national development frameworks and programmes.

Key Responsibilities:

  • Design and implement robust monitoring and evaluation frameworks for government programmes and projects.
  • Conduct regular field monitoring visits to assess programme implementation and impact across Uganda.
  • Analyse programme data and prepare comprehensive reports on performance, outcomes, and recommendations for senior management.
  • Support the development of annual work plans, budgets, and programme proposals in line with national development plans like the National Development Plan (NDP).
  • Build capacity of implementing partners and ministry staff on results-based management and M&E systems.
  • Ensure all programme planning and evaluation activities adhere to Government of Uganda and development partner guidelines.

Requirements and Qualifications:

  • A minimum of a Bachelor's degree in Economics, Statistics, Development Studies, Social Sciences, or a related field. A Master's degree will be an added advantage.
  • At least three (3) years of proven experience in programme planning, monitoring, and evaluation, preferably within the public sector or with large development programmes in Uganda.
  • Strong analytical skills and proficiency in data analysis software (e.g., SPSS, Stata, Excel).
  • Excellent report writing and presentation skills.
  • In-depth understanding of the national planning framework and government budgeting processes in Uganda.
  • Ability to work effectively in a multi-disciplinary team and engage with various stakeholders.
