Job Description

The Ministry of Finance, Planning and Economic Development (MoFPED) is seeking a highly qualified and experienced professional to fill the position of Head of Project Execution in Kampala, Uganda. This is a senior leadership role responsible for overseeing the successful implementation of major government projects and programmes.

About the Role

As the Head of Project Execution, you will provide strategic direction and management for key development projects under the Ministry's portfolio. You will ensure projects are delivered on time, within budget, and in alignment with national development goals as outlined in Uganda's National Development Plan.

Key Responsibilities & Duties

  • Provide overall leadership and management for the project execution unit.
  • Develop and implement project management frameworks, policies, and procedures.
  • Oversee planning, budgeting, monitoring, and evaluation of all assigned projects.
  • Ensure compliance with Government of Uganda regulations, donor requirements, and international best practices.
  • Manage project risks and implement effective mitigation strategies.
  • Lead, mentor, and build the capacity of the project execution team.
  • Prepare and present comprehensive progress reports to senior management, development partners, and stakeholders.
  • Coordinate effectively with other government ministries, departments, and agencies (MDAs).

Qualifications & Experience Required

  • A Master's degree in Project Management, Business Administration, Economics, Finance, Engineering, or a related field from a recognised institution.
  • A minimum of 8-10 years of progressive experience in project management, with at least 5 years in a senior leadership role managing large-scale public sector or development projects.
  • Professional certification in Project Management (e.g., PRINCE2, PMP) is a strong advantage.
  • Proven track record of successfully delivering complex projects on time and within budget.
  • Excellent knowledge of the public sector financial management and procurement processes in Uganda.
  • Strong leadership, communication, negotiation, and stakeholder management skills.
  • High level of integrity, professionalism, and commitment to public service.
