Job Description

The Ministry of Finance, Planning and Economic Development (MoFPED) is seeking a highly skilled and dedicated Programme Planning, Monitoring and Evaluation Officer to join our team in Kampala. This is a critical role within Uganda's central economic planning institution, offering the opportunity to contribute directly to national development frameworks and the effective implementation of government programmes.

Key Responsibilities:

  • Design, develop, and implement robust monitoring and evaluation (M&E) frameworks for ministry programmes and projects.
  • Conduct regular field monitoring visits to assess programme implementation progress and compliance with set standards.
  • Analyse programme data to evaluate performance, impact, and efficiency, preparing comprehensive reports for management and development partners.
  • Support the planning and budgeting processes by providing evidence-based inputs and recommendations.
  • Build capacity of staff in relevant directorates on M&E tools, data collection, and reporting methodologies.
  • Liaise with other government ministries, departments, agencies (MDAs), and development partners on M&E activities.

Requirements and Qualifications:

  • A minimum of a Bachelor's degree in Economics, Statistics, Development Studies, Social Sciences, or a related field. A Master's degree will be an added advantage.
  • At least three (3) years of proven experience in programme planning, monitoring, and evaluation, preferably within the public sector or with large development projects in Uganda.
  • Strong analytical skills and proficiency in data analysis software (e.g., SPSS, Stata, Excel).
  • Excellent report writing, presentation, and communication skills.
  • In-depth understanding of the national development planning process and government reporting systems in Uganda.
