Uganda Development Bank (UDB) is seeking a dynamic and experienced professional to fill the position of Manager – Program Development at our Head Office in Kampala. This is a senior leadership role where you will drive the creation and execution of high-impact programs that contribute to Uganda's sustainable socioeconomic transformation.

Job Summary

Reporting to the Head of Transaction & Enterprise Support Services, the successful candidate will lead the end-to-end process of designing, developing, and implementing strategic programs. Your work will directly support UDB's core mission of fostering long-term growth and development across key sectors of the Ugandan economy.

Key Duties and Responsibilities

• Lead the design and development of new, transformative financing and development programs aligned with national priorities and UDB's strategic plan.


• Conduct comprehensive feasibility studies, market research, and stakeholder analysis to inform program concepts.


• Develop detailed program proposals, including budgets, implementation frameworks, monitoring & evaluation plans, and risk assessments.


• Coordinate with internal departments (Credit, Risk, Legal) and external partners to ensure seamless program rollout and management.


• Monitor program performance against set targets, prepare progress reports, and recommend improvements for enhanced impact.


• Build and maintain strong relationships with government agencies, development partners, private sector players, and other stakeholders.


• Stay abreast of emerging trends in development finance and programme management to keep UDB's offerings innovative and competitive.

Qualifications, Skills, and Experience

• A Master's degree in Economics, Business Administration, Finance, Development Studies, or a related field from a recognised institution.


• Minimum of 7 years of progressive experience in programme development, project management, or strategic planning, preferably within a development finance institution, banking, or a major consultancy.


• Proven track record of successfully designing and managing large-scale development or financial sector programmes.


• Excellent analytical, financial modelling, and report-writing skills.


• Strong leadership, communication, and stakeholder management abilities.


• In-depth understanding of the Ugandan socioeconomic landscape and development challenges.
