Job Description

Catholic Relief Services (CRS) Uganda is seeking an experienced and strategic Procurement Manager to join our team. This is a senior-level opportunity for a procurement professional to lead our supply chain operations, ensuring efficient, transparent, and compliant procurement processes that support our life-changing programmes across Uganda.

Key Responsibilities & Duties:

  • Develop, implement, and manage comprehensive procurement strategies and policies in compliance with CRS, donor (e.g., USAID, UN), and Ugandan regulations.
  • Lead the full procurement cycle for goods, services, and works, from planning and sourcing to contract management and supplier performance evaluation.
  • Manage and mentor a team of procurement staff, fostering capacity building and professional development.
  • Oversee vendor pre-qualification, competitive bidding processes, and maintain a robust supplier database with a focus on local market engagement.
  • Ensure value for money, transparency, and accountability in all procurement activities.
  • Prepare and analyse procurement reports, budgets, and forecasts for management and donor review.
  • Liaise with programme teams to understand needs and ensure timely delivery of quality supplies.
  • Champion ethical standards and CRS's guiding principles in all procurement dealings.

Requirements & Qualifications:

  • Bachelor's degree in Procurement, Supply Chain Management, Business Administration, or a related field. A Master's degree or professional certification (e.g., CIPS) is a strong advantage.
  • Minimum of 7 years of progressive experience in procurement, with at least 3 years in a managerial role, preferably within an INGO or large organisation in Uganda.
  • In-depth knowledge of donor procurement rules (USAID, EU, UN) and Ugandan public procurement laws.
  • Proven experience managing high-value and complex procurement processes.
  • Strong leadership, negotiation, communication, and analytical skills.
  • Proficiency in procurement software and Microsoft Office Suite.
  • High level of integrity, accountability, and commitment to service.
