Procurement Manager Job Opportunity at CRS Uganda

Catholic Relief Services (CRS) is seeking a highly skilled and experienced Procurement Manager to join our team in Uganda. This is a senior-level position responsible for leading and managing all procurement and supply chain activities for our humanitarian and development programmes across the country. Key Responsibilities & Duties:

  • Develop, implement, and manage comprehensive procurement strategies and policies in compliance with CRS and donor regulations.
  • Lead the entire procurement cycle for goods, services, and works, ensuring value for money, transparency, and accountability.
  • Manage and mentor a team of procurement staff, building their capacity in best practices and ethical sourcing.
  • Oversee supplier pre-qualification, contract management, and maintain strong relationships with vendors and service providers across Uganda.
  • Ensure all procurement documentation is complete, accurate, and audit-ready.
  • Collaborate closely with programme teams to understand needs and develop timely procurement plans that support project implementation.
  • Monitor market trends and conduct analyses to ensure cost-effectiveness and mitigate supply chain risks.

Requirements & Qualifications:

  • Bachelor's degree in Procurement, Supply Chain Management, Business Administration, or a related field. A Master's degree or professional certification (e.g., CIPS) is a strong advantage.
  • Minimum of 7 years of progressive experience in procurement and supply chain management, preferably within the NGO or development sector in Uganda.
  • In-depth knowledge of Ugandan public procurement laws and major donor (USAID, EU, UN, etc.) rules and regulations.
  • Proven leadership experience and excellent skills in team management, negotiation, and stakeholder coordination.
  • High integrity, strong analytical skills, and proficiency in procurement software and MS Office.
  • Excellent communication skills in English; knowledge of local languages is an added advantage.
