Monitoring, Evaluation and Learning (MEL) Advisor Job at PATH Uganda - Kampala
Job Description
PATH Uganda is seeking a highly experienced and dynamic Monitoring, Evaluation and Learning (MEL) Advisor to join our team in Kampala. This senior role offers a unique opportunity to provide technical leadership and shape the strategic direction of MEL activities across our diverse health programmes in Uganda. You will play a pivotal role in strengthening evidence-based programming and fostering a culture of organisational learning.
Key Responsibilities and Duties:
- Provide technical leadership in the design and implementation of robust MEL systems for PATH Uganda health programmes.
- Develop and implement comprehensive MEL frameworks, plans, and tools aligned with project goals and donor requirements (e.g., USAID, Global Fund).
- Lead all aspects of data collection, analysis, and reporting to accurately track programme performance, outcomes, and impact.
- Build the capacity of programme staff and local partners in MEL methodologies, data use, and data-driven decision-making.
- Facilitate regular learning activities and ensure evidence informs continuous programme adaptation and improvement.
- Oversee rigorous data quality assurance and management processes.
- Contribute to the design and execution of research studies, evaluations, and the development of knowledge products for the Ugandan health sector.
- Represent PATH in national MEL technical working groups, forums, and with key stakeholders including the Ministry of Health.
Qualifications and Experience Required:
- A Masterβs degree in Public Health, Statistics, Social Sciences, or a closely related field.
- Minimum of 8 years of progressive experience in monitoring, evaluation, and learning within the public health or international development sector in Uganda.
- Proven technical skills in both quantitative and qualitative research methods, data analysis, and visualisation (e.g., dashboards).
- Hands-on experience with digital data collection tools (e.g., ODK, SurveyCTO) and data management systems.
- In-depth knowledge of Ugandan and global health indicators and standard MEL frameworks.
- Excellent analytical, written, and verbal communication skills, with a proven ability in capacity building and mentorship.
- Strong experience working collaboratively with the Government of Uganda, district health teams, and development partners.
- High proficiency in statistical software packages such as SPSS, Stata, or R.
