Laboratory Systems Strengthening Advisor Job in Kampala, Uganda - PATH

PATH Uganda is seeking a highly experienced and dedicated Laboratory Systems Strengthening Advisor to join our team in Kampala. This senior role is critical for providing technical leadership and strategic direction to enhance laboratory services across Uganda, working in close partnership with the Ministry of Health and other key stakeholders.

In this pivotal position, you will play a central role in improving disease diagnosis, surveillance, and overall public health outcomes by strengthening the national laboratory network. This is an excellent opportunity for a seasoned laboratory professional to make a significant impact on Uganda's healthcare system.

Key Responsibilities:

• Provide high-level technical assistance for the development and review of national laboratory policies, strategies, and guidelines.
• Lead and support the implementation and scale-up of laboratory quality management systems (QMS), including ISO 15189 standards.
• Design and deliver capacity-building programmes, including training, mentorship, and supportive supervision for laboratory personnel nationwide.
• Strengthen laboratory networking, sample referral systems, and integrated disease surveillance.
• Advise on the maintenance, calibration, and supply chain management of essential laboratory equipment and reagents.
• Contribute to the design, rollout, and optimisation of laboratory information systems (LIS) for improved data management and use.
• Support the enhancement of laboratory biosafety, biosecurity, and waste management practices.
• Prepare technical reports, documentation, and represent PATH in relevant national technical working groups and forums.

Qualifications and Experience:

• A Master’s degree in Medical Laboratory Sciences, Microbiology, Public Health, or a closely related field.
• A minimum of 8 years of progressive, hands-on experience in laboratory systems strengthening, preferably within the Ugandan or East African context.
• Demonstrable expertise in laboratory quality management systems, with strong knowledge of ISO 15189 standards.
• Proven experience working with or within Uganda's Ministry of Health and the National Laboratory Network.
• Strong track record in designing and implementing laboratory capacity-building and training programmes.
• Practical knowledge of laboratory information systems, data management, and digital health tools.
• Significant experience with donor-funded public health programmes (e.g., USAID, CDC, Global Fund).
• Excellent communication, stakeholder engagement, and strategic planning skills.
