Job Description

The Ministry of Finance, Planning and Economic Development is seeking a highly experienced and dynamic professional for the role of Head of Project Execution. This senior leadership position is based in Kampala and oversees critical functions within both the Private Sector Development Unit (PSDU) and the Sustainable Public Procurement Secretariat.

This is a unique opportunity to drive Uganda's economic growth by leading strategic projects that enhance private sector competitiveness and promote sustainable procurement practices across government. You will play a pivotal role in implementing policies that create jobs, boost local industries, and ensure value for money in public spending.

Key Responsibilities & Duties:

  • Provide strategic leadership and oversight for all project execution activities within PSDU and the Sustainable Public Procurement Secretariat.
  • Develop and implement project frameworks, monitoring systems, and performance metrics to ensure timely delivery of objectives.
  • Coordinate with government ministries, departments, agencies, and private sector stakeholders to align project goals with national development plans.
  • Manage project budgets, resources, and reporting in compliance with Government of Uganda and development partner requirements.
  • Lead capacity building initiatives for staff and stakeholders on project management and sustainable procurement principles.
  • Ensure all projects adhere to environmental, social, and governance (ESG) standards and promote inclusive economic growth.
  • Prepare and present regular progress reports to senior ministry leadership and development partners.

Requirements & Qualifications:

  • Master's degree in Economics, Business Administration, Project Management, Finance, or a related field from a recognised institution.
  • Minimum of 8 years of progressive experience in project management, with at least 5 years in a senior leadership role within the public sector or large development organisations.
  • Proven track record in managing complex, multi-stakeholder projects related to private sector development, procurement, or public financial management.
  • Strong understanding of Uganda's national development framework, including the National Development Plan III and Parish Development Model.
  • Excellent leadership, communication, and stakeholder management skills.
  • Professional certification in Project Management (e.g., PMP, PRINCE2) is a strong advantage.
