Job Description

The Ministry of Finance, Planning and Economic Development (MoFPED) is seeking a highly skilled and dedicated Programme Planning, Monitoring and Evaluation Officer to join our team in Kampala. This is a critical role within Uganda's central economic planning institution, offering the opportunity to contribute directly to national development frameworks and programme effectiveness.

Key Responsibilities:

  • Design and implement robust monitoring and evaluation (M&E) frameworks for government programmes and projects.
  • Develop detailed programme work plans, budgets, and performance indicators aligned with national development plans like the National Development Plan (NDP).
  • Conduct regular field monitoring visits to assess programme implementation and gather data.
  • Analyse programme data to evaluate performance, impact, and value for money.
  • Prepare comprehensive M&E reports, including quarterly and annual progress reports for management and development partners.
  • Build the capacity of staff in relevant directorates on M&E methodologies and data management.
  • Participate in programme reviews and evaluations to inform policy and strategic decisions.

Qualifications & Requirements:

  • A minimum of a Bachelor's degree in Economics, Statistics, Development Studies, Social Sciences, or a related field. A Master's degree will be an added advantage.
  • At least 3-5 years of proven experience in programme planning, monitoring, and evaluation, preferably within the public sector or with large development programmes in Uganda.
  • Strong knowledge of results-based management (RBM) and logical framework approaches.
  • Proficiency in data analysis software (e.g., SPSS, Stata) and advanced Microsoft Excel skills.
  • Excellent report writing, communication, and presentation skills.
  • Understanding of Uganda's public financial management and development planning processes.
