Head of Project Execution Job in Kampala - Ministry of Finance Uganda
Job Description
The Ministry of Finance, Planning and Economic Development (MoFPED) is seeking a highly experienced and strategic leader for the position of Head of Project Execution. This is a senior-level opportunity to oversee and drive the successful implementation of critical national development projects within Uganda's central government.
As the Head of Project Execution, you will be responsible for providing leadership and direction for all project management activities, ensuring alignment with the National Development Plan and government priorities. You will play a pivotal role in steering Uganda's development agenda through effective project governance, monitoring, and delivery.
Key Responsibilities and Duties:
β’ Provide strategic leadership and oversight for the planning, execution, and closure of major government projects.
β’ Develop and implement robust project management frameworks, policies, and standards across the Ministry.
β’ Ensure all projects are delivered on time, within scope, and allocated budget while meeting quality standards.
β’ Lead, mentor, and manage a team of project managers and coordinators.
β’ Monitor project performance, identify risks, and implement effective mitigation strategies.
β’ Prepare and present comprehensive project status reports to senior management, development partners, and other stakeholders.
β’ Foster strong collaborative relationships with other government ministries, departments, agencies, and development partners.
β’ Ensure strict compliance with public procurement and financial management regulations of Uganda.
Qualifications and Experience Required:
β’ A Master's degree in Project Management, Business Administration, Economics, Finance, Engineering, or a related field from a recognised institution.
β’ A minimum of 10 years of progressive experience in project management, with at least 5 years in a senior leadership role overseeing large-scale, complex projects.
β’ Professional certification in Project Management (e.g., PMP, PRINCE2) is mandatory.
β’ Proven track record of successfully managing multi-million UGX projects, preferably within the public sector or with development partners (World Bank, AfDB, etc.).
β’ In-depth knowledge of Uganda's public financial management systems and government project cycles.
β’ Exceptional leadership, communication, stakeholder management, and analytical skills.
β’ High level of integrity, accountability, and commitment to national service.
