Senior Manager, Health Financing Job Opportunity at PATH Uganda
PATH, a global non-profit organisation dedicated to achieving health equity, is seeking an experienced and dynamic Senior Manager for Health Financing to join its team in Kampala, Uganda. This is a senior leadership role for a professional passionate about strengthening Uganda's health system and improving access to quality care for all, especially the poor and vulnerable.

With over 40 years of experience, PATH forges multisector partnerships and uses expertise in science, economics, and technology to solve the world's most pressing health challenges. The Health Systems Strengthening (HSS) team works directly with countries like Uganda to build sustainable, resilient health systems focused on financing, governance, human resources, and digital health.
Key Responsibilities and Duties
- Provide technical leadership and strategic direction for all health financing activities in Uganda.
- Lead the design, implementation, and evaluation of national health financing policies and strategies.
- Build and maintain strong collaborative relationships with the Ministry of Health, other government agencies, development partners, and civil society organisations.
- Offer high-level technical assistance to the Government of Uganda and partners on critical health financing issues.
- Contribute to developing proposals and concept notes for new health financing projects and funding.
- Represent PATH at national and international health financing forums and meetings.
- Supervise, mentor, and support junior staff and consultants within the team.
Qualifications and Experience Required
- Master’s degree in Health Economics, Public Health, Public Policy, or a closely related field.
- Minimum of 10 years of progressive experience in health financing, health systems strengthening, or a related field within the Ugandan or East African context.
- Strong technical knowledge of health financing concepts, including National Health Insurance, provider payment mechanisms, and public financial management.
- Proven experience working directly with the Ministry of Health and other key government agencies in Uganda.
- Excellent communication, interpersonal, and stakeholder engagement skills.
- Ability to work independently and collaboratively as part of a multidisciplinary team.
- Fluency in English is required.
