Research Officer, Legal and Regulatory Reforms Job in Kampala - Ministry of Finance

The Ministry of Finance, Planning and Economic Development (MoFPED) is seeking a qualified and experienced Research Officer, Legal and Regulatory Reforms to join the Private Sector Development Unit (PSDU) in Kampala. This is a critical role focused on analysing and improving Uganda's business legal environment to foster private sector growth and economic development.

Key Responsibilities and Duties:
- Conduct comprehensive research and analysis on legal and regulatory frameworks affecting private sector development in Uganda.
- Identify legal and regulatory bottlenecks that hinder business growth and investment.
- Draft policy briefs, research papers, and reform proposals for government consideration.
- Collaborate with stakeholders including government agencies, private sector associations, and development partners.
- Monitor the implementation of approved legal and regulatory reforms.
- Provide technical support to the PSDU team on all legal and regulatory matters.
- Prepare periodic reports on research findings and reform progress.

Requirements and Qualifications:
- A Bachelor’s degree in Law (LLB) from a recognised university. A Master’s degree in Law, Economics, Public Policy, or a related field is a strong advantage.
- Must be an enrolled Advocate of the High Court of Uganda.
- Minimum of 3 years of relevant post-qualification experience in legal research, policy analysis, or regulatory affairs.
- Proven experience in drafting legal documents, policy briefs, and analytical reports.
- Strong understanding of Uganda’s legal system and business laws.
- Excellent analytical, research, and communication skills.
- High level of integrity, professionalism, and commitment to public service.
