UNICEF Uganda Seeks Regulatory Impact Assessment (RIA) Consultant for Social Service Workforce
UNICEF Uganda is hiring a qualified National Consultant to conduct a Regulatory Impact Assessment (RIA) focused on strengthening Uganda's social service workforce. This critical consultancy role supports the Government of Uganda in finalising the National Operational Framework for Social Care and Support, directly impacting child protection and social welfare systems across the country.
Key Responsibilities and Duties:
- Lead the Regulatory Impact Assessment (RIA) process for the social service workforce operational framework.
- Provide technical expertise to government counterparts to finalise the National Operational Framework for Social Care and Support.
- Analyse policies and regulations affecting the social service workforce in Uganda.
- Develop evidence-based recommendations to strengthen workforce planning, deployment, and retention.
- Facilitate stakeholder consultations and workshops with government ministries, districts, and development partners.
- Prepare comprehensive assessment reports and policy briefs for decision-makers.
- Support capacity building of government staff on RIA methodologies and social workforce management.
Qualifications and Experience Required:
- Advanced university degree (Master's or higher) in Social Sciences, Public Policy, Law, Economics, Development Studies, or a related field.
- Minimum of 5 years of proven experience in policy analysis, regulatory impact assessment, or social sector governance in Uganda.
- Demonstrated expertise in social service workforce issues, child protection, or social welfare systems.
- Strong knowledge of Uganda's policy and legal framework for social services.
- Excellent analytical, research, and report-writing skills.
- Experience working with Government of Uganda ministries, departments, and agencies (MDAs).
- This position is open to National Consultants only (Ugandan nationals).
