Job Description
Catholic Relief Services (CRS) Uganda is seeking an experienced and dynamic Procurement Manager to join our team in Kampala. This is a senior-level position responsible for leading procurement operations and ensuring efficient supply chain management for our humanitarian and development programmes across Uganda.
As a Procurement Manager at CRS Uganda, you will play a critical role in supporting our mission to serve vulnerable communities. You will oversee all procurement activities, manage vendor relationships, and ensure compliance with both CRS and donor regulations.
Key Responsibilities:
- Develop and implement procurement strategies and policies for CRS Uganda operations
- Manage the entire procurement cycle from requisition to delivery for programme and office needs
- Lead and supervise the procurement team, providing mentorship and capacity building
- Establish and maintain strong relationships with suppliers and service providers across Uganda
- Ensure compliance with CRS, donor (USAID, UN, etc.), and Ugandan government procurement regulations
- Conduct market analysis and maintain a pre-qualified supplier database
- Prepare and analyse procurement reports for management and donor review
- Oversee tender processes and negotiate contracts to achieve value for money
- Coordinate with programme teams to ensure timely procurement of goods and services
- Implement sustainable and ethical procurement practices
Requirements:
- Bachelor's degree in Procurement, Supply Chain Management, Business Administration, or related field (Master's preferred)
- Minimum of 5 years' experience in procurement management, preferably with an INGO in Uganda
- Professional certification in procurement (CIPS or equivalent) highly desirable
- Thorough knowledge of Uganda procurement laws and donor regulations
- Strong leadership and team management skills
- Excellent negotiation and communication abilities
- Proficiency in procurement software and Microsoft Office applications
- Fluency in English (knowledge of local languages is an advantage)
