The Uganda Civil Aviation Authority (UCAA) is seeking a qualified and experienced Principal Human Resource Officer to join our dynamic team in Entebbe. This is a senior-level opportunity to play a pivotal role in shaping the HR function within Uganda's leading aviation regulatory body.

About Uganda Civil Aviation Authority (UCAA)


UCAA is a corporate body responsible for the regulation of civil aviation in Uganda. We manage Entebbe International Airport (EIA) and thirteen (13) other upcountry aerodromes, ensuring all operations conform to International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs). We are dedicated to safety, security, and efficiency in Uganda's airspace.

Job Summary


The Principal Human Resource Officer will lead and manage key HR functions, developing and implementing strategies that support UCAA's mission and workforce. This role is ideal for a strategic HR professional with a proven track record in the Ugandan public or corporate sector.

Key Duties and Responsibilities



  • Develop, implement, and review HR policies, strategies, and procedures in line with Ugandan labour laws and UCAA objectives.

  • Oversee the recruitment and selection process for various positions within the Authority.

  • Manage staff performance management systems, including appraisals and career development plans.

  • Handle employee relations, welfare, discipline, and grievance management professionally.

  • Coordinate training and development programmes to enhance staff competencies.

  • Supervise and mentor staff within the Human Resource department.

  • Prepare and manage the HR departmental budget and reports.

  • Ensure proper management of staff records and the Human Resource Information System (HRIS).

Requirements and Qualifications



  • A Master's degree in Human Resource Management, Business Administration (HR option), or a related field from a recognised institution.

  • A Bachelor's degree in Human Resource Management, Social Sciences, or a relevant discipline.

  • Must be a member of the Human Resource Managers' Association of Uganda (HRMAU) or a related professional body.

  • At least six (6) years of relevant working experience in human resource management, three (3) of which should be at a senior officer level in a large organisation.

  • In-depth knowledge of Ugandan employment laws and best practices.

  • Strong leadership, interpersonal, and communication skills.

  • High level of integrity, confidentiality, and professionalism.
