Join Catholic Relief Services as a MEAL Officer in Gulu
Catholic Relief Services (CRS) Uganda is seeking a dedicated and experienced Monitoring, Evaluation, Accountability and Learning (MEAL) Officer to be based in Gulu. This is a fantastic opportunity for a skilled M&E professional to contribute to meaningful development programmes in Northern Uganda. You will play a central role in ensuring programme quality, learning, and accountability to the communities we serve.
Key Responsibilities & Duties
- Develop and implement comprehensive MEAL plans, tools, and systems for assigned CRS projects.
- Lead all field data collection activities, including surveys, interviews, focus group discussions, and routine monitoring visits.
- Ensure high data quality through regular verification and validation exercises.
- Analyse both quantitative and qualitative data to prepare insightful reports for internal and external stakeholders.
- Support programme teams in using data for evidence-based decision-making and adaptive management.
- Facilitate learning events and document lessons learned, best practices, and success stories.
- Manage and strengthen community feedback and complaint response mechanisms (accountability).
- Build the capacity of partner staff and community volunteers in MEAL concepts and tools.
- Ensure all MEAL activities are gender-sensitive and inclusive of vulnerable groups.
- Maintain secure and confidential MEAL databases and information management systems.
Qualifications & Experience Required
Basic Qualifications:
- A Bachelorβs degree in Statistics, Social Sciences, Development Studies, or a related field.
- Minimum of 5 years of hands-on experience in monitoring and evaluation, preferably within an NGO or development sector in Uganda.
- Strong skills in both quantitative and qualitative data collection, analysis, and reporting.
- Practical experience with mobile data collection platforms (e.g., ODK, CommCare, Kobo Toolbox).
- Proficiency in data analysis software such as SPSS, Stata, or R.
- Excellent report writing and presentation skills in English.
- Strong organisational skills with keen attention to detail.
- Ability to work independently and collaboratively within a team.
- Willingness to undertake frequent travel to field locations within the region.
- Fluency in English is required. Knowledge of local languages (Acholi, Luo) is a strong advantage.
Preferred Qualifications:
- Experience with major donor reporting requirements (e.g., USAID, EU, UN agencies).
- Solid knowledge of statistical methods and sampling techniques.
- Experience in conducting project evaluations and assessments.
- Proven training and facilitation skills.
