Head of Project Execution Job at Ministry of Finance, Planning and Economic Development - Kampala
Job Description
The Ministry of Finance, Planning and Economic Development (MoFPED) is seeking a highly experienced and results-driven professional to fill the position of Head of Project Execution. This is a senior leadership role based at the Ministry headquarters in Kampala, Uganda, responsible for overseeing the successful implementation of major government projects and programmes.
As the Head of Project Execution, you will play a critical role in driving Uganda's national development agenda by ensuring that key projects are delivered on time, within budget, and to the highest standards of quality. This position offers a unique opportunity to contribute directly to the socio-economic transformation of Uganda.
Key Responsibilities and Duties:
- Provide strategic leadership and oversight for the execution of all major projects under the Ministry's portfolio.
- Develop and implement robust project management frameworks, methodologies, and tools to ensure efficient delivery.
- Monitor project progress, budgets, and timelines, identifying and mitigating risks proactively.
- Lead, mentor, and manage a team of project managers and execution specialists.
- Coordinate with various government ministries, departments, agencies (MDAs), and development partners.
- Ensure strict compliance with Government of Uganda procurement regulations, public financial management laws, and donor requirements.
- Prepare and present comprehensive project status reports to senior management, Parliament, and other stakeholders.
- Foster a culture of accountability, transparency, and excellence within the project execution unit.
Requirements and Qualifications:
- A Master's degree in Project Management, Business Administration, Economics, Finance, Engineering, or a related field from a recognised institution. A PhD will be an added advantage.
- Minimum of 10 years of progressive experience in project management, with at least 5 years in a senior leadership role overseeing large-scale, complex projects, preferably in the public sector or with donor-funded programmes.
- Professional certification in Project Management (e.g., PRINCE2, PMP, PMI) is mandatory.
- Proven track record of successfully delivering multi-million dollar projects on schedule and within budget.
- In-depth knowledge of Uganda's public sector planning, budgeting, and procurement processes.
- Exceptional leadership, communication, negotiation, and stakeholder management skills.
- Strong analytical and problem-solving abilities.
- High level of integrity and commitment to public service values.
