Job Description
Mbarara University of Science and Technology (MUST) is seeking a highly experienced and visionary leader for the position of Deputy Vice Chancellor (Finance and Administration). This is a re-advertisement for this senior executive role, offering a unique opportunity to shape the strategic financial and administrative direction of one of Uganda's premier public universities.
As the Deputy Vice Chancellor (Finance and Administration), you will be a key member of the university's top management, responsible for providing strategic leadership in all financial, administrative, and planning functions. You will play a critical role in ensuring the university's financial sustainability, operational efficiency, and compliance with national regulations.
Key Responsibilities:
- Provide strategic leadership and oversight for the university's finance, administration, human resources, and planning departments.
- Develop and implement sound financial management policies, budgeting systems, and internal controls.
- Ensure optimal utilisation of university resources and assets for maximum institutional benefit.
- Oversee the development and maintenance of university infrastructure, estates, and procurement services.
- Lead and mentor a large team of administrative and finance staff.
- Ensure compliance with the Universities and Other Tertiary Institutions Act, the Public Finance Management Act, and other relevant Ugandan laws.
- Advise the Vice Chancellor and University Council on all matters relating to finance, administration, and planning.
Qualifications & Experience Required:
- A PhD or equivalent academic qualification from a recognised institution.
- At least ten (10) years of senior management experience in a large and complex organisation, preferably in the public sector or a higher education institution in Uganda.
- Proven track record in strategic financial management, budgeting, and administration.
- Extensive knowledge of Ugandan public sector financial regulations and procurement procedures.
- Demonstrated leadership, integrity, and excellent interpersonal skills.
- Must be at least forty-five (45) years of age.
