Job Description

The Ministry of Finance, Planning and Economic Development (MoFPED) is seeking a qualified and experienced Programme Planning, Monitoring and Evaluation Officer to join our team in Kampala. This is a critical role within Uganda's central government, responsible for ensuring the effective planning, tracking, and assessment of key national development programmes.

In this role, you will contribute directly to the implementation of Uganda's National Development Plan (NDP) and other strategic frameworks. You will work within a dynamic team dedicated to improving public financial management and development outcomes across the country.

Key Responsibilities:

  • Design and implement robust monitoring and evaluation (M&E) frameworks for government programmes.
  • Develop detailed work plans, logical frameworks, and performance indicators.
  • Conduct regular field monitoring visits to assess programme implementation and impact.
  • Collect, analyse, and interpret quantitative and qualitative data to inform planning and decision-making.
  • Prepare comprehensive progress reports, evaluation studies, and policy briefs for senior management and development partners.
  • Build the capacity of sector ministries and local governments in planning and M&E methodologies.
  • Ensure alignment of programme activities with national priorities and the Sustainable Development Goals (SDGs).

Requirements & Qualifications:

  • A minimum of a Bachelor's degree in Economics, Statistics, Development Studies, Social Sciences, or a related field. A Master's degree will be an added advantage.
  • At least five (5) years of proven experience in programme planning, monitoring, and evaluation, preferably within the public sector or with large development organisations in Uganda.
  • Strong expertise in M&E tools, data analysis software (e.g., SPSS, Stata), and results-based management.
  • Excellent report writing, presentation, and communication skills.
  • In-depth understanding of Uganda's public policy and planning architecture, including the NDP and Parish Development Model (PDM).
  • High level of integrity, professionalism, and ability to work under pressure to meet deadlines.
