Final Evaluation Consultant - Child Labour Project in Uganda
Job Description
APT Action on Poverty is seeking a qualified and experienced Final Evaluation Consultant for a critical Child Labour Project in Uganda. This is a short-term consultancy role to assess the impact, outcomes, and sustainability of our interventions aimed at combating child labour practices in target communities.
This final evaluation is essential for measuring the project's success against its stated objectives, documenting lessons learned, and providing actionable recommendations for future programming. The successful candidate will play a key role in shaping future anti-child labour initiatives in Uganda.
Key Responsibilities & Scope of Work:
- Design and implement a comprehensive final evaluation methodology for the Child Labour project.
- Conduct field visits, key informant interviews, focus group discussions, and data collection in project locations.
- Analyse both quantitative and qualitative data to assess project performance, impact, and sustainability.
- Evaluate the effectiveness of project strategies in preventing and reducing child labour incidences.
- Assess the relevance, efficiency, effectiveness, impact, and sustainability of the project (OECD-DAC criteria).
- Prepare and submit a detailed, high-quality final evaluation report with clear findings, conclusions, and practical recommendations.
- Present evaluation findings to APT Action on Poverty management and key stakeholders.
Requirements & Qualifications:
- Advanced degree (Master's or PhD) in Monitoring & Evaluation, Social Sciences, Development Studies, Economics, or a related field.
- Proven senior-level experience (minimum 7 years) conducting final evaluations for large-scale development projects, preferably in Uganda or East Africa.
- Demonstrable expertise and technical knowledge in child protection, child labour, or related social sector programming.
- Strong expertise in both quantitative and qualitative research and evaluation methodologies.
- Excellent analytical, report writing, and presentation skills in English.
- Familiarity with the Ugandan context, national policies on child labour, and the relevant legal framework.
- Ability to work independently, meet tight deadlines, and produce high-quality deliverables.
